What is the minimum number of Scouts and Scouters needed to have a BSA sanctioned hike for merit Badge or hiking certification?

Well you will need 2 deep leadership, And I would think 1 scout, If everybody wants to go than have fun.

After extensive searching by Michael Charlesworth and Steve Conn, we can NOT find any specific minimum need to satisfy Scouts BSA advancement requirements. The following is our “opinion”.
- You would need at least 2-deep Adult leadership.
- You should have at least 2 Scouts or it would not be a scouting event. 1 Scout would be more like a Scoutmaster Conference or BOR, not an outing.
During COVID-19 restrictions, you would have other issues to deal with. I will not list them here.
