When a scout applies for an extension of time to earn Eagle Rank form 512-077.  Who at the council office should he send this request to?

Form 512-077 is the responsibility of the council advancement committee when an extension request has to be submitted to the National Advancement Team.
Request for Extension due to Coronavirus (COVID-19)

  1. The Scout, the Scout’s parent or guardian, the unit leader, or a member of the unit committee may file the request in the form of a letter that is signed and dated by the author. It is addressed to the San Francisco Bay Area Council, 1001 Davis Street, San Leandro, CA 94577-1514 Attention COVID-19 via US Mail. Keep a copy in a safe place.  The office is closed but mail is retrieved from the post office once a week.  It should be sent by registered or certified mail so that you have a record of when it was sent and when it was received. 
  2. The request must document the circumstances. Simply provide a summary of actions needed to complete a requirement or project and the impact of the civic restriction.
  3. Through September 30, 2020—our council Scout executive may grant extensions under the following limitations established on March 19, 2020 and subject to modification:

It can be established that COVID-19 disruptions were the only circumstances that delayed work on Eagle Scout/Summit/Quartermaster advancement requirements, such as the service project or merit badges. If any other causes were involved, the extension request must go to the National Council following the process outlined in the Guide To Advancement.
  5. Extensions shall only be granted to youth in Scouts BSA who have already achieved Life rank.
  6. When the council receives a COVID-19-related request for a time extension, the council reviews the request and approves it if appropriate. A written response stating the outcome of the extension request must go to the youth. If approved, the notification must be attached to the youth’s Eagle/Summit/Quartermaster rank application. For Eagle, the extension must not exceed 3 months from the youth’s 18th birthday; for Summit/Quartermaster, the extension must not exceed 3 months from the youth’s 21st
  7. Upon turning 18, the Scout must submit a completed adult application and successfully complete YPT; their participant code will now be UP for SBSA or VP for Venturing and Sea Scouting.
  8. Extension requests for more than 3 months beyond the youth’s 18th/21st birthday must be sent to the National Service Center following the process outlined in the GTA.
