From Jason Cain : Can scouts use ScoutBook as a means to track their activities, even if the troop doesn’t? Then print/export/show their activities to report to the troop leaders for advancement.

Yes, an individual Scout can use Scoutbook to track their progress even if their Unit does NOT use ScoutBook.  However, printing is either difficult or not possible.
