I have taken on the volunteer position of Council Recharter Manager. I will be working closely with Michell our Registrar, the Field Staff, and the District Key2 to have a smooth and on-time recharter this year. We are beginning our communications early and trying to implement fixes to areas of concern from last year.

Staffing Plans
We are trying to increase the resources dedicated to recharter this year.
  • Council Recharter Manager (CRM) - I will be a full-time dedicated council volunteer on recharter from July - December.
  • District Recharter Manager (DRM) - We are suggesting that each District find a volunteer to focus on recharter from September - December (much like you have a Popcorn Kernal or FOS Champion). I will be communicating directly with these DRMs. As you recruit these volunteers, please introduce me to them. Until you have a DRM, I will treat the District Commissioners as the DRM.
  • Unit Recharter Manager (URM) - Each Unit needs to assign the recharter process to an adult. Often this is the Committee Chair. If possible, we recommend that they also find an adult other than the Committee Chair.
  • Brian McGuire is working to find additional trained Registrar support above our existing one person, Michelle.
Communication Plans
We plan to communicate early and often about recharter.
  • Today I have this email to the District Key3.
  • Next week I will have a similar email to all the Unit Key3 across GGAC.
  • Near the end of August, I will email all 6000 adults who are subscribed to the GGAC eNews.
  • I will have 2x monthly emails to the DRMs.
  • We will increase the frequency of the AB506 reports to 2x monthly from October - December.
Training
We will provide more training this year than last year.
  • We plan to offer YPT training over Zoom & In-Person on many weekends in Oct/Nov/Dec. The schedule should be published in September.
  • We plan to publish the training schedule for the online recharter tool hosted by National as soon as it is available.
  • We plan to host online help sessions after the recharter tool opens.
  • We will create a QA checklist for the DRMs & Unit Commissioners to use when they double-check the work of the Units BEFORE the Units submit their recharter packets.
Help Needed
We need your help to amplify our messages about recharter.
  • We will provide slides you can use at Roundtable meetings.
  • We need you to start now and help identify DRMs & URMs.
  • We need you to remind Units that the stricter GGAC rule for YPT (no expiration dates in 2023), not the National rule (retake every 24 months) is still in effect.
  • We need you to deliver the message that the AB506 law will be checked and enforced for all adults who wish to recharter.
  • We need you to remind Units to have someone at the District level (DRM or Unit Commissioner) check their work BEFORE they submit their recharter packet electronically. This failure to have a trained person check their work was the single largest issue we had last year.
  • We need you to encourage Units to begin rechartering in October. Late starts were the second most significant issue we had last year.
Our goal is to have all recharter online work accurately completed and submitted by all Units no later than Thursday, December 15th. We are hoping you can begin communications with your DOCs & Units now to reduce last-minute issues.
